Most agencies don't come to us saying "we need a government CRM." They come to us because something in the day-to-day has stopped working. See if any of this rings true:
.01 — Constituents call your office because there’s no way to check an application status online.
.02 — The same information gets typed into three different systems and a spreadsheet.
.03 — Permit or license applications still arrive on paper, or as PDFs someone has to re-key.
.04 — Nobody can answer “how many cases are open right now?” without a manual count.
.05 — Reporting to the state, a funder, or your council takes days of stitching data together.
.06 — Your public sector software was built for a different decade, and the vendor’s answer to everything is a custom quote.
.07 — A key staff member is the only person who knows how the system works — and they’re retiring.
.08 — Staff spend more time feeding the system than serving the people it’s supposed to serve.
If you nodded at two or three of those, you're in the right place — and the rest of this page explains what a modern government system does about it.
What Is a Government CRM and Do We Need One?
Plain English
"CRM" stands for Constituent Relationship Management (in the business world, the C means customer). Strip away the acronym and a CRM is simply one central system that holds every interaction your agency has with the people it serves: applications, cases, permits, benefits, correspondence, history so that anyone who needs the full picture can see it in one place.
Most agencies already have the pieces. What they don't have is one place. Permit data lives in one system, case notes in another, benefit enrollments in a third, and the connective tissue is a spreadsheet plus somebody's memory. A government CRM replaces that scatter with a single source of truth.
? A Plain English Translation
When you see "data model," it just means how the system organizes information. A sales CRM organizes around deals and customers. A government CRM organizes around cases, licenses, permits, and the people you serve. That difference is why purpose-built matters.
What changes when you have one
◆ Constituents apply, upload documents, and check their own status online instead of calling.
◆ Staff see a person's entire history on one screen, instead of opening four systems.
◆ Reports that took days of assembly become a dashboard you can pull up in a meeting.
◆ Processes that lived in a retiring employee's head become documented, automated steps.
How this is different from generic CRM software for government
A lot of public sector software is a commercial sales tool with a government label on the box. Salesforce Public Sector Solutions is different: it was built for government work from the start, with the concepts agencies actually use cases, licenses, permits, inspections, benefit programs, grants already built in. That means less bending the software to fit your work, and less custom development to pay for later.
Public Sector Solutions, Agentforce Public Sector, PSS: What's the Difference?
The Name Change
Short answer: they're the same product!
Salesforce renamed Public Sector Solutions to Agentforce Public Sector as part of bringing its whole product line under the Agentforce name. Nothing about the platform changed when the label did same capabilities, same licensing, same underlying system. If you've seen both names and wondered whether you're comparing two different products, you're not.
You'll run into all of these, and they all point to the same place:
Public Sector Solutions — The original name, still widely used in documentation and by most of the community.
Agentforce Public Sector — The current name Salesforce is moving toward.
PSS — The shorthand you’ll hear from Salesforce staff and partners in conversation.
Public Sector Solutions isn't one tool; it's a set of capabilities you turn on as you need them.
(If your Salesforce rep called it Agentforce Public Sector, that's the same platform.)
Most agencies start with one or two and grow from there.
Here's what each one solves, in plain terms:
What Salesforce Public Sector Solutions Actually Does
The Platform
Stop re-keying paper applications
Licensing, Permitting & Inspections
Applications arrive online, route themselves for review, and track inspections and enforcement from start to finish. Applicants see where they stand without calling you.
1
Stop losing track of people mid-process
Case & Constituent Management
Every interaction with a person lives in one record, so cases don’t fall through the cracks when staff change or a request spans departments.
Help people get the benefits they qualify for
Social Programs & Benefits
Guided online processes walk constituents through eligibility and enrollment, so fewer people give up partway and fewer applications come back incomplete.
2
Run grant award programs without a spreadsheet graveyard
Grantmaking
Constituent applications, review, awards, and post-award reporting in one place, with reusable templates when you launch a new program.
3
Keep constituent data protected
Secure, Compliant Foundation
Public Sector Solutions can run on Salesforce Government Cloud, which holds FedRAMP High authorization a federal security standard for cloud systems handling sensitive government data.
Answer “Where do things stand?” instantly
Reporting & Dashboards
Live views of open cases, processing times, and program outcomes for your team, your leadership, and the reports you owe the state or your council.
The Plain English Translation:
"FedRAMP High" is the U.S. government's security rating for cloud systems trusted with sensitive data. Experience Cloud is the Salesforce piece that builds the public-facing websites where constituents log in. OmniStudio is the toolset that builds the online forms and step-by-step processes without heavy custom coding.

Built for the People Who Serve the Public
Who We Help
Public sector work isn't one thing, and the people who hire us for it aren't either.
We typically help three kinds of organizations:
Organizations doing public sector work
· Nonprofits and quasi-governmental entities running benefits, workforce, or social programs that look and function like government services.
Government Agencies
· State, county, and municipal teams modernizing how they deliver services, manage cases, and serve constituents. If you're moving off paper, spreadsheets, or a system that's aged out, this is the work we do.
Government Contractors
· Organizations that serve government clients and need a system that meets the requirements that come with public sector work.
Not sure which one you are or whether Public Sector Solutions is even the right Salesforce product for you versus Agentforce for Nonprofit Cloud?
That's exactly what a free discovery conversation is for, and we'll give you a straight answer either way.
PROOF OF EXPERTISE
We Track This Platform,
So You Don’t Have To
Salesforce updates its platform three times a year, and public sector features move fast. We publish a plain-English breakdown of what each release actually means for agencies, including what shipped for Public Sector Services in Summer '26.
It's a small thing, but it's the difference between a partner who learns your platform on your budget and one who already knows it.

How Our Public Sector Engagements Work
The Structure
Every public sector engagement runs through one of three models. Most agencies start with Discovery, which is especially valuable when you need a documented plan to justify budget or satisfy procurement, then move into a Project, and often into ongoing support afterward.
Discovery
A structured engagement that produces a clear roadmap, architecture, and budget before you commit to building anything. Often exactly what you need to secure funding or procurement approval.
Projects & Implementations
Full Public Sector Solutions implementations, scoped against results you can measure. Predictable, on time, on budget.
Expert on Demand
Ongoing certified Salesforce support once you're live, without hiring full-time staff.
A thirty-minute discovery conversation costs nothing. Tell us about your agency, your constituents, and what's getting in the way, and we'll give you a straight read on whether Salesforce Public Sector Solutions is the right course and what it would take to get there. If it isn't the right fit, we'll say so.

Salesforce Public Sector Solutions: Frequently Asked Questions
Common Questions
-
Public Sector Solutions (also called Agentforce Public Sector, or PSS) is Salesforce’s platform built specifically for government. It provides ready-made tools for licensing and permitting, case management, social programs and benefits, grantmaking, and constituent self-service — on a secure, compliance-ready foundation. Unlike general business software adapted for government use, it was designed around how agencies actually work.
-
Yes, same product, new name. Salesforce rebranded Public Sector Solutions as Agentforce Public Sector when it moved its product line under the Agentforce banner. The platform, capabilities, and licensing didn’t change; only the label did. You’ll still see the older name in existing documentation and community discussions, and “PSS” is the common shorthand for both. If you’re researching, it’s worth searching both terms.
-
For many agencies, yes. Salesforce Public Sector Solutions is purpose-built as a government CRM; it can run on FedRAMP High-authorized Government Cloud, handles the case and constituent management government work depends on, and grows as your services grow. Whether it’s right for your agency depends on your specific situation, which is what a scoping conversation is for. We’ll tell you honestly, even if the answer is “not yet.”
-
This is typically done in federal use cases.
-
Yes. BrightHelm is registered on SAM.gov and holds SDVOSB, VOSB, and WOSB certifications through the SBA. Credentials that matter in federal and state procurement and can help agencies meet set-aside goals. We support both direct-award and competitive contract engagements. Bring your specific contract vehicle or process to the scoping conversation and we’ll tell you plainly whether and how we can work within it.
-
It depends on what you do, not just what type of organization you are. Agencies and contractors delivering government services usually fit Public Sector Solutions. Organizations centered on fundraising and donor relationships usually fit Nonprofit Cloud. Plenty of organizations sit in between, workforce programs and quasi-governmental entities especially. We help you make that call honestly in a free scoping conversation.
-
It depends on scope. A focused implementation covering one program can run a few months; larger efforts spanning multiple programs, integrations, and data migration typically run several months to a year. We scope every engagement against specific deliverables, so you see a clear timeline and budget before committing. A Discovery engagement, which produces that plan, starts at $15K.
-
A fair question, and the honest answer is that not every agency does. If your current system works, your staff aren’t building workarounds, and your reporting isn’t painful, you may be fine for now. The clearest signals that it’s time to look are: constituents can’t self-serve online, the same data is entered in multiple places, reporting takes days, or critical processes live only in one person’s head. If two or more of those are true, a conversation is worth thirty minutes and we’ll tell you if we think you should wait.
-
It comes with you! Deliberately, not automatically. Part of every implementation is deciding what data moves, cleaning it up along the way, and validating that it landed correctly before anything goes live. Old records don’t have to be abandoned, and they also don’t have to be dragged over untouched. Migrating well is one of the most valuable parts of the project, and we scope it as its own deliverable so you can see exactly what’s involved.
